Barangay and Sangguniang Kabataan (SK) officials from 24 barangays of Binalonan convened on Aug. 2 for the 2019 Planning and Budgeting Instructions at The Tent Events Center.
Organized by Municipal Interior and Local Government Officer Norman Ramos, the training aimed to assist and orient the barangay officials in the preparation of their annual budget for next year.
Municipal Planning and Development Coordinator Engineer Elizabeth Aquino discussed the legal mandate and importance of planning and explained the suggested contents of an Annual Investment Plan.
Meanwhile, David Madrid, municipal budget officer, discussed annual budgeting, budget review, budget execution and budget accountability.
On the other hand, Municipal Accountant Lorna Carissa Orpilla explained the Laws and Rules on Expenditures and Disbursements. In addition, she discussed the basic requirements for all classes of disbursements.
Richard Mel Caplis, Local Youth Development Office head and technical assistant to the Office of the Mayor, advised the SK chairmen to prioritize projects on sports development, youth employment and climate change.
Municipal Environment and Natural Resources Officer Engineer Clarissa Cabacang discussed Ecological Solid Waste Management and mentioned some barangays which needed some improvements in their waste management.
In his message, Binalonan Mayor Ramon Guico III urged the barangay officials to budget their funds properly. Guico said, βPag maganda ang pagplaplano, pag maganda ang paggawa ng badyet, gaganda ang barangay.β
He also encouraged the barangay officials to be cooperative with the programs of the town and mentioned some of the finished, on going and future projects of the municipal government.
Meanwhile, Vice Mayor Melicio Patague II reminded the barangay officials to observe parliamentary procedures during barangay meetings and advised them to observe propriety and decency in presenting resolutions and concerns at the SB Session Hall.
On behalf of Binalonan PNP Chief, PCI Arvin Jacob, SPO 2 Aquilino Elcano III, Chief, Operation Section presented Project Lighthouse of the Binalonan PNP which stands for Ligtas na Hanapbuhay ng mga Tao at kanilang Tahanan (House). Elcano emphasized the role of the barangay officials in crime prevention.
