BINALONAN: GREEN CANOPY PROJECT

The Local Government Unit of Binalonan, in partnership with Citicore Foundation and Citicore Renewable Energy Corporation, conducted a tree planting activity in Barangay Sta. Catalina on October 16, 2024. With the guidance of the Municipal Environment and Natural Resources Office, Municipal Agriculture Office, and the Municipal Tourism and Information Office, members of the Binalonan MDRRMO, PNP, and BFP and representatives from the WCC Aeronautical and Technological College Binalonan Campus Community Extension and Services Office and College of Aeronautical Engineering, University of Eastern Pangasinan College of Business Administration, and College of Accounting, planted 250 fruit bearing trees provided by the Province of Pangasinan Provincial Agriculture Office.

Bago nagsimula ang pasukan ng ating mga estudyante para sa S.Y. 2024-2025, pinangunahan ni Mayor Ramon RG Guico IV at ng mga lokal na opisyales ng bayan ng Binalonan ang inauguration at blessing ng bagong 3-story 6 classroom school building sa South Central School para sa mga mag-aaral ng Binalonan.

Muling kinilala ng LGU Binalonan ang ilan sa ating mga centenarian mula sa iba’t-ibang barangay ng Binalonan. Ang mga centenarians na nakatanggap ng pagkilala ay sina lolo Adriano Layos Fajardo mula Barangay Cili na isinilang noong March 7, 1924, lola Basilisa Tumacder Biado na isinilang noong April 15, 1924 at lola Basilia Guico Siador na isinilang noong June 14, 1924, at nagmula sa Barangay Sta. Catalina.

The center of the eye of Typhoon CARINA was estimated based on all available data at 290 km Northeast of Itbayat, Batanes (22.9Β°N, 123.5Β°E)
Intensity:
Maximum sustained winds of 155 km/h near the center, gustiness of up to 190 km/h, and central pressure of 950 hPa
Present Movement:
Northwestward at 25 km/h
Extent of Tropical Cyclone Winds:
Strong to typhoon-force winds extend outwards up to 700 km from the center

Municipal Officials, department heads attend Program for NEO Orientation Course

Municipal officials, department heads of LGU Binalonan attended the Program for Newly-Elected Officials (NEO) Orientatation Course: Priming Leaders for Effective Local GovernanceΒ  held at the Sangguniang Bayan Session Hall

Spearheaded by the Municipal Interior and Local Government Office (MILGO) the three-day seminar from October 16 to 18 aimed to enhance the competencies of newly-elected officials in carrying out their tasks in community development while promoting peace and resilience towards inclusive and sustainable development.

Department heads were tapped to attend the seminar to communicate and consult with the local officials for the implementation of their Agenda and Action Plans.

Mayor Ramon N. Guico Jr. welcomed all the participants of the training and commended that this program for NEO serves as a continuing intervention of the DILG, which provides coordinated and all-inclusive capacity development delivery mechanism for the LGU.

Leading the discussion and workshop for the 1st day, DILG Provincial Director Randy S. Dela Rosa said,Β  β€œThere is a greater challenge that lies ahead after winning in the local elections. There are bigger battles to overcome, more problems to be solved and more issues to be tackled. You must be aware of your evolving roles as local leaders not merely attending sessions once a week. β€œ

The director also reminded the participants that this training serves as a venue to understand the priorities of the current administration to come up with a term-based development road map consistent with the current agenda of the national government.

Dela Rosa tackled on the topics: DILG Indicative Framework, NEO Program Framework, Decentralization, Guideposts in Good Local Governance,General Welfare and development Services (R.A 7160), Phillipines.

Meanwhile, MPDC Engr. Elizabeth Aquino presented Binalonan’s Vision and Mission after the sharing of the LCE’s Development Commitment – theΒ  1st 100 Days and Executive Agenda by Councillors Jovelyn Manaois and Josephine Caburnay respectively.

During the 2nd day of the seminar, the speaker, Cluster Leader of DILG Pangasinan, Roger A. Daquioag discussed the Executive Legislative Agenda (ELA) Formulation which included the Overview of ELA, JMC 2016 and CPD Processes and Asessment.

Workshop on Setting and Revisitng the LGU Vision & Mission, was doneΒ  followed by a workshop on Project Identification, Sifting of Interventions on Programs/Projects/Activities, Project and Non-Project and another workshop on Legislative Requirements.

Representative of the 5th District Ramon β€œMon-Mon” Guico III graced the occasion briefly and provided suggestions and insights in framing the town’s vision and mission.

The 3rd day speaker, Melinda Badua, DILG City Director of San Carlos City deliberated on the Capacity Development Agenda (CDA) followed by a workshop on Revisiting, Updating and Crafting of the CDA and the Prioritization of Program and Projects.

After all the workshops were done, a synthesis of the Action Plans presented by 5 groups of department heads on social, environment, infrastructure, economic and institutionalΒ  was led by Vice Mayor Melicio F. Patague II, who alsoΒ  shared on the success story of Binalonan under former Mayor Ramon V. Guico III, now 5th District Representative of Binalonan.

The three-day activity ended with the Commitment Setting headed by the municipal officials followed by the distribution of the Certificates of Participation.

MLGO Head Marivic Guerrero and LGOO II Kate Perez facilitated the NEO Orientation Course with the assistance of Nicole Borja.
