With the leadership of Mayor Ramon N. Guico Jr., the Municipality of Binalonan through its Sangguniang Bayan chaired by Vice Mayor Melicio F. Patague II takes the lead in inculcating discipline among the townspeople.
Binalonan Former Mayor Ramon V. Guico III, now Pangasinan Fifth District Representative, took up the cudgels when he initiated the municipal government’s “Anti-Dogyot Campaign” that paved the way to the introduction and approval of several municipal ordinances for public safety, security, peace and order, for the protection and preservation of the environment, for cleanliness and beautification, and eventually for the progress of Binalonan.
An ordinance called the “Motorcycle Helmet Ordinance” was approved which mandates all motorcycle riders including drivers and back riders, shall at all times wear standard protective motorcycle helmets while driving, whether long or short drives, in any type of road and highway within the territorial jurisdiction of the municipality.
The “Pedestrian and Motorist Safety Ordinance” provides for the implementation of the basic road courtesy to all pedestrians and motorists in the municipality. Under the said ordinance, jaywalking is strictly prohibited, motorists shall respect the rights of pedestrians using the pedestrian lane at all times, the “No Beating of the Red Light” shall be strictly observed, and the “box junctions” shall be free from traffic obstruction.
To share with the national government the responsibility in the management and maintenance of ecological balance, SB Binalonan approved the “Plastic Bags and Styrofoam Ordinance” which regulates the use of plastic bags and prohibits the use of styrofoam/styrophor in the public market and all commercial establishments within the town.
Binalonan also supports the government’s “Ecological Solid Waste Management Act of 2000” which provides for an ecological solid waste management program, creating the necessary institutional mechanisms and incentives, declaring certain acts prohibited and providing penalties, appropriating funds therefor, and for other purposes.
Likewise, the municipal government supports Executive Order No. 26 of President Duterte which is the Nationwide Smoking Ban, banning smoking in public places.
This is also true with Republic Act No. 24 82 which is the “Anti-Rabies Act of 2007” which provides for the control and elimination of human and animal rabies prescribing penalties for violation thereof. This also ensures that all dogs are properly immunized and confined within the premises of the Owner’s house or Owner’s fenced surroundings. Thus, the Sangguniang Barangays of Binalonan created their own ordinances in the regulation of stray animals. The Sangguniang Bayan of Binalonan also created a comprehensive anti- illegal drug program thru a municipal ordinance known as “Municipal Anti-Illegal Drug Ordinance of 2017” which is in response and in support to President Rodrigo Duterte’s campaign against illegal drugs.
Meanwhile, Binalonan Philippine National Police (PNP) created the Municipal Anti-Bank Robbery Special Operations Task Force to formulate plans and programs to intensify police operations against crime groups and personalities involved in robbery incidents and other related crimes.
With regards to health, and in line with the Department of Health’s Zero Open Defecation (ZOD) status by 2022, then Binalonan Mayor Ramon V. Guico III, created a team for the Certification of Barangays with Zero Open Defecation Program to “achieve wider participation to address to sanitation problems.”
